Vietnam has officially launched NDAChain, a national blockchain platform aimed at strengthening the country’s digital economy and data security. Powered by zero-knowledge proofs and built on a proof-of-authority consensus model, NDAChain represents Vietnam’s entry into the growing club of nations developing sovereign blockchain infrastructure—alongside China, South Korea, and the European Union.
Developed by Vietnam’s National Data Association, NDAChain is backed by a consortium of 49 public and private validator nodes. The permissioned Layer 1 blockchain can process up to 3,600 transactions per second, providing a high-throughput foundation for future digital services.
“The platform is designed to act as a protective layer for Vietnam’s live data, which is essential to the operation of a digital society and economy,” said Nguyen Huy, head of technology at the National Data Association. “We’ve adopted a hybrid architecture that merges centralized and decentralized elements to support both performance and transparency.”
A Strategic Step Toward Digital Sovereignty
The national blockchain is part of Vietnam’s broader Digital Infrastructure Strategy, announced in October 2024. The plan outlines a phased rollout through 2030, with a focus on creating legal frameworks, upgrading core infrastructure, and spurring innovation through blockchain applications.
By late 2025, NDAChain will be integrated into Vietnam’s national data center. The government then plans to expand the system across local governments and universities by the end of 2026, laying the groundwork for broader use across sectors like education, healthcare, finance, logistics, and e-government.
Beyond technical deployment, the project emphasizes workforce development, international collaboration, and building Layer 2 applications tailored to Vietnam’s public and private sectors.
Why a National Blockchain?
Vietnam’s move to a sovereign blockchain responds to growing concerns over the limitations of centralized data systems—particularly around cybersecurity, scalability, and trust. NDAChain aims to resolve these issues by enabling verifiable data integrity and tamper-resistant record-keeping across essential services.

The launch comes as more than 50 countries explore or implement national blockchain networks. China’s Blockchain Service Network (BSN) went live in 2020, and the European Union has advanced its European Blockchain Services Infrastructure (EBSI) initiative. Vietnam’s entry into this space reflects a global shift toward blockchain as a key pillar of digital governance.
