Scroll DAO Pauses Governance Redesign After Key Leadership Exits

Scroll DAO, the decentralized autonomous organization governing the Ethereum Layer 2 project Scroll, has paused its governance process following a series of leadership departures.

Project delegate Olimpio announced the move in a post on X (formerly Twitter) on Wednesday, noting that Scroll DAO leader Eugene formally stepped down earlier this week. According to Scroll co-founder Haichen Shen, the pause comes as the team works on “redesigning governance” to better structure decision-making.

Raza Zaidi, head of growth at Scroll, emphasized that the change should be seen as a temporary “pause” rather than a permanent halt or dismantling of governance.

Several proposals remain pending, including one focused on treasury management, though their future remains uncertain.

“TLDR: they are redesigning governance, but the pathway forward is unclear; it seems to me like they'll take a centralized approach,” Olimpio wrote, adding that clear communication and a concrete plan have yet to be provided.

Scroll DAO was established with the launch of SCR, its native token, and operates alongside the Scroll Foundation and a Security Council. Its governance has relied on delegate voting, a system that may now undergo significant changes as the organization reconsiders its structure.
