SAP and Fresenius have announced a strategic partnership to develop a sovereign AI platform designed specifically for healthcare, aiming to bring secure, compliant data processing into clinical environments across Europe.

The collaboration responds to a growing challenge facing hospitals and healthcare providers: how to move artificial intelligence from small pilot projects into everyday clinical use without compromising data sovereignty. Public cloud solutions often fall short of strict governance and regulatory requirements, particularly when it comes to sensitive health data. SAP and Fresenius say their joint platform will address this gap by creating a controlled, sovereign environment where AI models can be deployed safely and at scale.

At its core, the initiative is intended to serve as a digital backbone for an AI-supported healthcare system. Rather than isolated applications, the partners plan to build an open, integrated ecosystem that allows hospitals to securely use AI across workflows, from administration to patient care.

Michael Sen, CEO of Fresenius, described the project as a step toward a more resilient and independent healthcare infrastructure in Europe. He said the partnership would help accelerate digital transformation while ensuring data remains secure, simple to use, and scalable for doctors and hospital teams. The ultimate aim, he noted, is to free up more time for patient care.

The technical foundation of the platform will rely on SAP Business AI and the SAP Business Data Cloud. Together, these components are designed to provide a compliant framework for operating AI models in healthcare settings, where responsible handling of data is essential for scaling automated and AI-supported processes.

A key part of the project is tackling data fragmentation, a long-standing issue in healthcare IT. SAP’s “AnyEMR” strategy will support the integration of different hospital information systems, electronic medical records, and medical applications. By using open industry standards such as HL7 FHIR, the platform is intended to enable seamless data exchange across systems, making it easier to develop and deploy AI-driven solutions.

For Fresenius, this connectivity opens the door to AI-supported tools that can improve efficiency across the entire care chain. The long-term vision is a flexible, scalable platform that supports connected, data-driven healthcare processes across its operations.

Both companies plan to invest a mid three-digit million euro amount over the medium term to support the initiative. The funding will go toward internal technology development as well as joint investments in startups and scaleups that can contribute new tools and capabilities to the sovereign platform.

SAP CEO Christian Klein said the partnership combines SAP’s technology expertise with Fresenius’ healthcare experience to set new standards for data sovereignty, security, and innovation. He added that the platform is intended to help Fresenius fully leverage digital and AI-supported processes while improving patient care in a sustainable way.

The deal highlights a broader shift in how AI is being adopted in Europe’s most regulated industries. In healthcare, compliance and data control are not optional. Without a sovereign infrastructure, many AI initiatives risk stalling before they reach real-world impact.
