Hong Kong’s HKGAI Appoints FLock.io as Sole Decentralized AI Training Partner

The Hong Kong Generative AI Research and Development Centre (HKGAI) has named FLock.io as its exclusive decentralized AI training partner, a move aimed at boosting government and public sector efficiency.

Established in 2023 under the Hong Kong government’s InnoHK initiative, HKGAI serves as the city’s flagship hub for generative AI research. The partnership, announced today, positions FLock.io to deliver its federated learning technology, enabling secure collaboration on AI model development across multiple institutions without requiring sensitive data to be centralized.

Jiahao Sun, CEO of FLock.io, welcomed the agreement, calling it “powerful support for FLock.io’s unique federated learning protocol by one of Asia’s leading government-backed AI institutions.” He added that the collaboration will bring decentralized AI infrastructure into public sector operations, helping drive both innovation and efficiency.

The alliance follows HKGAI’s launch of HKGAI V1, its first large-scale generative AI model, which marked a significant step in advancing local AI capabilities. By leveraging FLock.io’s expertise, the center aims to accelerate the creation of domain-specific models tailored to the needs of Hong Kong’s public services.

The United Nations Development Programme (UNDP) has selected FLock.io as its new AI Strategic Partner. As a mentor, we will support pilot projects in the Sustainable Development Goals (SDG) Blockchain Accelerator, and its global hackathons – the winners of which will join the next accelerator cohort.

The news also builds on FLock.io’s growing global presence. Earlier this year, the company announced a partnership with the United Nations Development Programme (UNDP), where it serves as an AI strategic partner and mentor within the UNDP’s SDG Blockchain Accelerator. That program focuses on AI-powered pilot projects in areas such as climate risk modeling, energy planning, social protection, and supply chain transparency.

With HKGAI’s backing, FLock.io is set to play a pivotal role in shaping the adoption of decentralized AI infrastructure in government and beyond—positioning Hong Kong as a key player in the global AI race.
