ECB Advances Digital Euro Integration With Expert Call

The European Central Bank has opened applications to define digital euro infrastructure. The move signals continued progress toward a central bank digital currency despite unresolved legislative and market competition risks.

The European Central Bank is recruiting experts for two workstreams under its Rulebook Development Group. One focuses on technical specifications for ATMs and payment terminals, while the other will establish certification and approval frameworks for digital euro payment solutions across the euro area.

Will Digital Euro Standards Compete With Stablecoins?

The workstreams will shape how a potential digital euro integrates with existing payment systems, including offline functionality and interoperability with European standards. Participants will report to a broader group representing merchants, payment providers, and consumers, reflecting a multi-stakeholder approach to infrastructure design.

The ECB stated that the draft rulebook will remain adaptable pending the outcome of the EU legislative process. A final decision to issue a digital euro will only follow formal adoption of legislation, reinforcing that the project remains in a preparatory phase rather than an active launch stage.

Still, the central bank continues to flag risks from euro-denominated stablecoins as a competing force. Officials have warned that large-scale adoption of stablecoins could weaken monetary policy transmission and reduce deposits held within the traditional banking system.

The ECB has also initiated tenders for supporting technologies, including fraud management, alias lookup, and software development kits. Market participants will monitor legislative progress and pilot specifications as key indicators of whether the digital euro transitions from design to deployment.
